The Shiyan municipal government promptly formed a joint investigation team, which uncovered that in February and December 2025, two county-owned enterprises—Zhuxi Dachu Urban Investment Construction Co., Ltd. and Zhuxi Chuangtuo Labor Service Co., Ltd.—fabricated projects ("Upgrading of E’Shaan Avenue" and "Machinery Equipment Leasing") to secure 5 million yuan in funding amid financial difficulties. The Zhuxi County Construction Bureau facilitated the fraud, while Hubei Runtu Bidding Agency Co., Ltd. reused online names to issue false winning bids. No evidence of personal gain was found, and misused funds—diverted to other projects—have been fully recovered.
