3月26日，据伊朗塔斯尼姆通讯社报道，知情人士表示，伊朗已于昨晚通过中间人正式向美国提交了针对“15 点建议”的回应，目前正等待美国答复。
伊朗在回复中提出了以下核心要求：① 必须停止敌方的恐怖侵略行为；② 建立确保战争不再重复的客观条件；③ 明确并保障战争损失的赔偿与补偿；④ 且停火必须在所有战线以及全地区所有参与战斗的抵抗组织中同步实施。他还强调，伊朗对霍尔木兹海峡行使主权是其自然且合法的权利，也是确保对方履行承诺的执行保障，必须得到承认。
该消息人士指出，伊朗已认定美国的谈判声明纯属“第三次欺骗”工程，其掩护下的真实目的有三：① 通过伪造和平姿态欺骗国际社会；② 压低全球油价；③ 为从伊朗南部发动地面入侵的侵略行动争取准备时间。
