Producers of metals and other raw materials were more or less flat amid speculation on metals futures and the outlook for interest rates.
Silver futures surged 4.1% to $60.17 an ounce, a new record high ahead of the Federal Reserve's decision Wednesday.
National Economic Council director Kevin Hassett said he would rely on his own judgment and not bow to political pressure to decide whether to cut rates should he be named the next chairman of the Fed, as widely anticipated. But Hassett noted that there was still room for the central bank to cut rates.
In an interview with Politico, President Trump indicated that he would use willingness to cut rates as a litmus test for the next Fed appointee.
