$Occidental(OXY)$ View: cautiously constructive on

Occidental (OXY)

watchlist

, but it is best viewed as a higher-beta crude-oil exposure rather than a defensive integrated-oil holding. The fundamentals and valuation support the case; the key uncertainty is whether elevated oil pricing and earnings can persist.

Price / momentum: OXY traded at US$62.75 on 2026-10-20 , up 13.43% over one month and 52.60% year-on-year . It is at the 83.6th percentile of its 52-week range , only 6.97% below the US$67.45 high—so much of the recovery is already reflected. Short-term momentum remains positive: MACD is positive and rising, while RSI-6 at 76.12 signals a somewhat extended short-term condition. Immediate market reference levels are support near US$56.10 and resistance near US$64.18 .

Earnings and cash flow are strong: In 2026Q2, revenue was US$8.07bn (+53.39% YoY), operating income US$3.67bn , and net income attributable to common shareholders US$2.79bn . Operating cash flow was US$4.27bn and capex US$1.66bn , implying US$2.613bn of quarterly free cash flow. This gives OXY meaningful capacity to reduce debt and eventually expand shareholder returns.

Balance sheet is improving, though not yet the peer-quality profile: OXY had US$4.15bn cash, US$12.80bn long-term debt and US$1.72bn current debt at 2026Q2. That equates to approximate net debt of US$10.37bn . Recent reporting indicates management is prioritising a gross-debt target of US$10bn before giving greater weight to buybacks; that discipline is constructive.

Valuation is appealing, with an important caveat: OXY’s forward P/E is 9.34x , versus 13.55x for

and 12.97x for

Chevron (CVX)

watchlist

. That is a 29.56% discount to the two-peer average. It also sits 71.52% below OXY’s own historical forward-P/E average of 16.02x. But oil equities rarely deserve their historical average multiple when the market expects commodity earnings to fade: consensus expects 2026 EPS of US$6.714 , then a decline to US$5.078 in 2027 .

What the market is pricing in: Consensus is constructive but not euphoric—28 analysts are split between 13 positive ratings and 15 Holds, with no Sell ratings. The mean analyst target is US$71.02 , representing 13.18% above the current price; the range is wide at US$59–84 , reflecting the oil-price dependency rather than clear company-specific disagreement.

Near-term catalyst: OXY reports 2026Q3 after the market close on 2026-11-09 . Management expects Gulf of America net sales of roughly 1.1m barrels of oil equivalent per day for the quarter, while reported average Brent pricing was US$91.62/bbl . Strong realised pricing, volumes and evidence of further deleveraging would support the valuation case.

What would change the view

Oil-demand / pricing reversal: OPEC has reduced its 2026 demand-growth projection materially, which is a direct risk to a producer whose earnings have high commodity sensitivity.

Cailianpress

Debt reduction or cash-return progress falls short: The low multiple is more compelling if free cash flow continues to move debt down; weaker oil prices or higher spending would delay that rerating path.

Bottom line: OXY looks relatively inexpensive against XOM and CVX and has credible earnings, cash-flow, and deleveraging momentum. However, after a sharp rally toward its 52-week high, it is not a low-volatility value proposition. The 2026Q3 release and the oil-price backdrop are the main items to monitor.

RSI 76.12 is a bit stretched short term, but Q2 revenue up 53% and 4.27B operating cash flow still back the bull case. Q3 oil pricing is the real swing factor
